What changed
According to our monitoring, seven chapters of the EAEU CCT have been updated. The CCT sets out EAEU import duty rates by product code (the Commodity Nomenclature of Foreign Economic Activity, or HS-based CN FEA). The update is dated 1 November 2026.
- Chapter 44: wood and articles of wood; wood charcoal.
- Chapters 61 and 62: clothing and accessories, knitted or crocheted (61) and not knitted or crocheted (62).
- Chapter 65: headgear and parts thereof.
- Chapter 84: nuclear reactors, boilers, machinery and mechanical appliances.
- Chapter 85: electrical machinery and equipment; sound recording apparatus.
- Chapter 90: optical, photographic, measuring and medical instruments.
What is confirmed and what is not
The Eurasian Economic Commission (EEC) page for the CCT and the CN FEA contains a consolidated text with a list of Board decisions. The latest decision on the list is No. 131 of 21 September 2026. The page does not say which decision lies behind the update to each of the seven chapters. It also gives no specific codes, rates or entry-into-force date. We therefore do not state any duty rates, or say whether they have gone up or down.
Who is affected
Companies importing goods from these chapters into Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan, including goods from China. That covers clothing and headwear, electronics, machine tools and equipment, instruments, and sawn timber. If your code has not changed, your calculation will not be affected. You still need to check the code.
What importers should do now
- Open the current CCT text on the EEC website and find your HS codes in chapters 44, 61, 62, 65, 84, 85 and 90.
- Compare the rate and description of each code with those used in your costings.
- Find the Board decision that introduced the changes and check its entry-into-force date.
- Recalculate the full landed cost of the shipment: duty, import VAT and fees.
- If a code or rate has changed, adjust prices and terms in supply contracts for deliveries after the entry-into-force date.
- Ask your customs broker which version of the CCT they apply to your declarations.
Information as of 5 November 2026. We opened only the EEC page with the CCT and CN FEA. The list of chapters and the 1 November 2026 date come from your brief, and the page does not confirm them. We have not verified the specific decisions by chapter, codes or rates. Before signing a contract, check the current version of the CCT, the EEC Board decision, the entry-into-force date, and your calculation with a customs broker.
